The program provides financial support to those preparing, submitting, and publishing international academic papers with the aim of raising the number and quality of English language papers published by researchers of the Institute.

Types of Support

Note:
1. Each of the three types of support is available one time for every academic paper written.
2. Institute members are expected to complete without fail the inspection process of the edited manuscripts and published manuscripts in a timely manner. Failure to comply may result in the rejection of application.
3. Application may also be rejected if payment cannot be made within 40 days of receiving an invoice.

Those Eligible to Apply

• Professors, associate professors (including lecturers), assistant professors, specially appointed faculty, and research staff of the Institute
• Recipients of the JSPS Research Fellowship for Young Scientists (excluding DC fellows) and JST PRESTO (Sakigake) researchers affiliated with the Institute.

Eligible Publications

Writing can be for either internationally influential journals or international conference proceedings.

(a)
Eligible international journals must satisfy one of the conditions given below.
• Impact factor (IF) of 1.0 or higher
The value must be published in the most recently released Journal Citation Reports (http://isiknowledge.com/jcr).
• Eigenfactor score (EF) of 0.001 or higher
The score must be published in the most recently released Journal Citation Reports (http://isiknowledge.com/jcr).
• SNIP of 0.5 or higher
The value must be from the most recent year published on Elsevier's Journal Metrics page (https://journalmetrics.scopus.com/).
Note:
• Three journal metrics are used as determiners to offset the differences in citation and publication practice among research fields.
• Journals that do not have an IF, EF, or SNIP value will still be eligible if they are recognized as having the same level of influence as the journals that satisfy the criterion above. In these cases, reasons why the journal of choice can be considered to have the same level of influence must be stated on the application form.
(b)
For international conference proceedings, applicants must state the following points on the application form.
•The significance of publishing their paper in the proceedings
•Whether peer review is involved in the selection process

Eligible Papers

(a)
For type 1 support (Support for Manuscript Editing Costs)
•Papers must be of high academic value, written in English, and based on research conducted at Tokyo Tech, with the applicant listed as one of the authors.
•The date an order for editing service is placed must fall on or after April 1, 2017. The edited manuscript must be delivered and inspected and its payment completed within fiscal year 2017.
Note: Application for this type of support can be made prior to placing an order once an estimate has been issued. In such cases, an estimate must be submitted at the time of application.
(b)
For type 2 support (Support for Manuscript Submission Costs)
•Papers must be of high academic value, written in English, and based on research conducted at Tokyo Tech, with the applicant listed as one of the authors.
•The submission date must fall on or after April 1, 2017, and its payment completed within FY 2017.
(c)
For type 3 support (Support for Manuscript Publication Costs)
•Papers must be of high academic value, written in English, based on research conducted at Tokyo Tech, and internationally co-authored (i.e., at least one researcher from an overseas institute or university included as a co-author) with the applicant listed as one of the authors.
•The publication order date must fall on or after April 1, 2017. The manuscript must be published, inspected, and its payment completed within fiscal year 2017.
Note:
•For fiscal year 2017, support will be limited to publication costs pertaining to internationally co-authored papers.
•Publication costs for cover images of journals are not eligible for support.
•Article processing charges to make papers open access are not, in principle, eligible for support (refer to Q&A for details).
•The publication order date may refer to the date on which a publication request is made to the publisher, the date on which an invoice for publication costs is requested, or the date on which the final paper is submitted and accepted for publication.
•To apply for reimbursement for payment made by credit card, submit your application after confirming the settlement of your credit card bill (web confirmation is acceptable). The published manuscript must be inspected once it becomes available online.
NOTE:
1. If payment procedures have been completed at Tokyo Tech using other funds, the paper is not eligible for this support.
2. For payment by credit card, be sure that within fiscal year 2017, both your credit card bill will be paid and there will be adequate time to process the reimbursement.

Application Procedure

(i)
The following documents must be submitted to Research Planning Group 2 of the Research Planning Division via email: ru.staff[at]jim.titech.ac.jp (replace [at] with @ before sending). Use the subject line "Application for Program to Support International Publication."
•Program to Support International Publication Application Form
•Documents showing costs (invoice, etc.)
•Copy of purchase order form (not required if application is made prior to placing an order)
•Document with an inspection stamp (send scanned data; not required if application is made prior to placing an order)
(ii)
Applications undergo a selection process.
•The abstract of the paper and other related information are treated with confidentiality during this process.
•Applicants who are approved for type 1 support (Support for Manuscript Editing Costs) will be required to submit a full copy of the delivered manuscript (with track changes).
(iii)
Support is provided in the order of application approval.

Notification of Selection Results and Submission of Payment-Related Documents

All applicants will be notified of whether or not their request was approved. As outlined in the attachment (Payment-Related Documents to Be Submitted), recipients of support are requested to submit a set of payment-related documents to Research Planning Group 2 of the Research Planning Division (Mailbox: E3-10). Recipients are expected to complete the necessary inspection procedure before submitting these documents.

Application Periods

There are several application periods within a year, which are listed on Tokyo Tech's website.
•The program's annual expected budget is portioned out across the application periods so that support may be provided separately for each of the two-month periods. This is done to minimize the amount of time taken to approve submitted applications, as well as to offer equal opportunity to applicants in every period.
•Once the maximum allotted support of a period has been reached, further applications will not be accepted until the next period.
•For accounting reasons, the deadline for application during the final period is expected to be in early February 2018.
•This program is operated under MEXT funding. The call for applications may be terminated once the full amount of the expected budget has been allocated.
